My father joined the Sundara community a week ago. He is very happy there. He told my sister that they they treat him like royalty. It is a loving community where he gets the best care possible. The staff goes out of their way to ensure he has everything he needs to be well cared for both physically and emotionally. Because he is their first diabetic resident, they are having all the med techs trained in how to perform blood sugar testing. I think that says a lot about their desire to provide the best care for each individual resident and their individual needs. Now that I know my father is safe and is being well cared for, I get to go back to enjoying being his daughter, instead of his caregiver. I love my evening visits that we spend laughing and enjoying being with each other. The decision to move him was hard to make, but the right thing to do. Selecting Sundara Senior Living was the best decision I could have ever made for him.

Nursing homes, sometimes known as skilled nursing facilities, tend to have higher costs than assisted living communities. This is because they provide 24-hour medical care and oversight. Most seniors and families use a mixture of private funds and public health insurance programs to pay for their nursing home or senior care. Depending on your senior loved one’s personal history and current situation, they may be eligible for some of the most common public support methods — VA benefits, Medicare, or Medicaid. In this section, you’ll find an overview of the private and public methods you may want to utilize for senior care in Austin.

Private pay methods in Austin

Families and seniors typically build private funds over their lifetimes, and most families use more than one private resource to pay for nursing homes or senior care communities. Here are some common income sources used by families:

  • Personal income sources. These private income sources include savings accounts, retirement pensions, investment returns, and more. Any and all of these can be combined to cover the cost of a senior care community.
  • Selling a house. Seniors moving into a nursing home or senior care community are often looking to downsize, resulting in the sale of their house. A house sale could free up some cash to help your loved one pay for senior care.
  • Reverse mortgage. If selling your senior loved one’s house isn’t a feasible option, a reverse mortgage might be. This option can allow your loved one to borrow from their home’s equity to cover some senior care community costs.
  • Health savings accounts (HSA). Depending on a senior’s personal history, they may have opened a health savings account or HSA. If your senior loved one has an HSA, they may use their accumulated funds to pay for medically necessary care services within a nursing home or senior care facility.
  • Life insurance. If your senior loved one is enrolled in a life insurance plan, they may be able to sell, surrender, or borrow from their policy to pay for senior care.
  • Long-term care insurance. When approaching retirement, some seniors purchase a long-term care insurance policy to help offset their future senior care costs. Understand Texas laws and regulations for nursing homes

In Texas, all senior care facilities — nursing home, assisted living, and memory care facilities — are licensed and regulated by Texas Health and Human Services (also known as HHS or HHSC). Facilities must be licensed before they start providing housing and care services to residents. Furthermore, if a nursing home or senior care facility wishes to accept Medicaid or Medicare, it must be certified by the HHS to do so.

Here’s a summarized list of licensing and certification requirements for Texas nursing homes and senior care facilities:

Resident admission processes

  • Using a doctor’s order, skilled nursing facilities must craft a person-centered care plan for each resident. Care plans must account for each resident’s dietary, therapeutic, social, psychological, and daily care needs.
  • In assisted living and memory care facilities, a similar procedure must be followed except they are not required to use a doctor’s order for care plans. They’ll usually use family’s guidance, which might include a physician’s recommendations. For memory care facilities, there must be a specialized admissions process in place to confirm a resident’s need for memory care services.

Management and staffing requirements

  • Texas nursing homes and skilled nursing units are required to have licensed nurses, certified nursing assistants, nurse aids, and registered nurses on staff. All nursing facilities must also meet specific staff-to-resident ratios: one on-site nurse for every 20 residents at all times.
  • Assisted living facilities must have an on-site, full-time manager to oversee the facility’s day-to-day operation. These managers are required to complete at least one 24-hour assisted living management course alongside their staff.
  • Memory care facility managers and staff members must continually participate in specialized memory care training in order to remain a licensed memory care facility.

Safety and health standards

  • A certified skilled nursing facility in Texas must meet design, construction, and equipment standards that support the health and safety of residents, staff, and visitors. Each nursing facility must have safety equipment and emergency procedures for accidents, fires, or power outages.
  • Both assisted living and memory care facilities are required to have similar processes in place. Furthermore, memory care facilities must have measures in place to prevent residents from harming themselves or wandering. All facilities must also allow for safe access to fresh air and common areas for activities.
  • Memory care facilities must designate an activities director to encourage socialization among residents. It’s required for the director to tailor activities based on each individual’s abilities. These directors are also responsible for arranging special equipment that enables all residents to participate in activities.

Senior care facility inspections

The Texas Health and Human Services Commission performs inspections on all skilled nursing, assisted living, and memory care facilities. These inspections take place approximately every two years and check for a facility’s compliance with Texas’ life safety code and health code.

The health code and life safety code require nursing homes and senior care facilities to regulate the following:

  • Sufficient staff-to-resident ratios
  • Employee background checks
  • Management of the facility
  • General construction of the facility
  • Implementation of safety and emergency features
  • Protection from hazardous areas
  • Documentation of fire drills, system checks, etc.

Nursing home reviews

In an effort to continually enhance the quality of care provided in Texas nursing homes, the Health and Human Services Commission implemented a Quality Monitoring Program (or QMP) to monitor nursing facilities with a history of deficiencies. These QMPs are conducted by nurses, pharmacists, and dieticians that may recommend changes to policies or procedures, conduct staff trainings, offer technical assistance, and educate staff about evidence-based best practices during their visits to facilities.

Families can also visit the federal Medicare website to compare and contrast local nursing home ratings, staffing practices, and overall quality of Medicare- and Medicaid-certified nursing homes.

COVID-19 regulations for Austin nursing homes

There are currently no COVID-19 regulations specific to Austin nursing homes or senior care facilities. However, the Texas Health and Human Services Commission does require all facilities to set their own infection prevention and control measures to prevent the spread of common diseases and infections, including COVID-19. The measures may include guidance on the community’s hygiene practices, disinfection and sterilization techniques, use of personal protective equipment (PPE), safe injection methods, and physical distancing requirements.

Because communities set their own regulations, it’s best to check with your prospective community to see what measures are taken to protect residents against common infections and COVID-19. St. David’s Medical Center

St. David’s Medical Center is the No. 1 hospital in Austin and it nationally ranks No. 37 in rehabilitation, according to U.S. News and World Report.[12] The hospital offers 426 beds for acute care and 64 beds for rehabilitation. It’s also home to the internationally renowned Texas Cardiac Arrhythmia Institute and St. David’s Neuroscience and Spine Institute.

Ascension Seton Medical Center Austin

Ascension Seton Medical Center Austin is the No. 2 hospital in Austin, according to U.S. News and World Report. This medical center offers a comprehensive Level 1 stroke center and Level IV trauma center. It also offers multiple locations in Austin and Round Rock.

St. David’s South Austin Medical Center

St. David’s South Austin Medical Center is the No. 3 hospital in Austin, according to U.S. News and World Report. This medical center is the south campus of St. David’s Medical Center — the No. 1 hospital. It’s nationally accredited for its oncology program, and it offers 368 beds for acute care. It also offers a Level II trauma center to treat patients in critical condition.

Transportation for seniors in Austin

While it’s not necessary for seniors in skilled nursing facilities to travel for care, more mobile seniors may benefit from on-site transportation services available at senior living communities. The citywide public transportation system, CapMetro, offers buses, rail lines, shuttles, and more across Austin.
